A bellows is a sign of the blacksmith trade, and is also a useful tool in helping to craft weapons, armor and other metal items. Issur had a bellows placed above the door to his weapons shop in Shapeir. The Hero from the North obtained that bellows -- either by stealing it or by beating Issur at arm wrestling.
He used the bellows to capture the air elemental that threatened Shapeir. Later, he used the air elemental contained within the bellows to push the water elemental out of the Fountain of Shapeir.
